Our client has been chosen as the EPCM contractor to design and implement the new production process at the Rotterdam refinery.  They have in cooperation with the owner developed a new production process. This will add value to the existing production process by adding a new renewable product to the owner’s product portfolio. The investment includes storage tanks, compressors and interconnecting pipework in addition to the production unit itself. The project will start immediately and be ready for production before end of 2016.


 As the Construction Manager you will plan, direct, coordinate and budgets activities concerned with the construction and maintenance of the specified project per client expectations.

•    Provides leadership and motivation to ensure timely delivery and execution of construction projects
•    Evaluates and helps determine appropriate construction delivery systems and the most cost-effective 
     plan and schedule for completing projects
•    Oversees the planning, scheduling, and implementation of projects to execute according to client
•    Will work in collaboration, and/or under the guidance of client Project Management team
•    Oversees selection of general contractors and trade contractors to complete specific pieces of the
     project (including elements from structural metalworking, plumbing, painting, carpet installation, etc)
•    Oversees the timely delivery and efficient use of materials, tools and equipment required for each
•    Responsible for obtaining all necessary permits and licenses per client specifications
•    Direct and monitor projects for adherence to safety codes  and other specified regulations to ensure
•    Track, control, and report on construction costs to avoid cost overruns
•    Prepares and submits budget estimates and progress and/or cost tracking reports
•    Ensures reporting for each project is submitted to designated leadership team members on a regular
•    Monitors the execution of fieldwork and coordinates the use of labor using project scope, schedule and
     budget systems
•    Determines labor requirements and ensure projects are properly staffed
•    Establishes and maintains a positive relationship with the site’s management and supervisory teams
•    Take actions to deal with the results of delays, bad weather or emergencies at construction sites
•    Review and study job specifications to determine appropriate construction method


•    Bachelor’s or Master degree in Mechanical Engineering
•    15 or more years of experience in construction in the oil and gas or refinery industry
•    Ability to understand contracts, plans, specifications and regulations and how it is translated to actual construction site
•    Ability to read and understand engineering, architectural and other construction drawings
•    Ability to be decisive and work well under pressure, particularly when faced with unexpected
     occurrences or delays
•    Good understanding of engineering, procurement, and construction terminology, concepts, and
     relationships in the oil and gas/petrochemical industry
•    Ability to coordinate several major activities at once while analyzing and resolving specific problems
•    Must be familiar with computers and software programs for job costing, scheduling and estimating
•    Strong computer skills including operating knowledge of Microsoft Office suite (Word, Excel, Outlook)
•    Proven leadership and supervisory capability required
•    Exceptional written and oral communication skills in English and preferably Dutch
•    Ability to be flexible and work effectively in a fast-paced environment
•    Ability to effectively manage direct reports to delegate tasks for optimal results
•    Must have Refinery Project experience
•    Must have Tank Construction experience
