Senior Procurement Specialist – AOPS – Halifax, NS


Dovre Group is pleased to present the following opportunity: Senior Procurement Specialist – AOPS located in Halifax, Nova Scotia. This is a permanent full-time role.


Key Responsibilities:

Pre-contract activity including:

  • Program wide stakeholder engagement to identify requirement
  • Supplier Qualification (PQQ), tender process, RFI, RFP, RFP with vendors
  • Tender evaluations
  • Contract negotiation and to agree robust commercial agreements for ISI and the client

Supplier management including:

  • Develop and improve supplier quality, cost, and delivery performance
  • Attend integrated Production meetings representing key supplier updates
  • Participate in pre scope kick off meetings with key stakeholders
  • Facilitate Supplier onboarding activities (orientation, HSE requirements, security)
  • Participation in performance reviews with Suppliers
  • Maintain risk log and hold bi-weekly meetings with Suppliers
  • Understand Subcontractor contractual obligations and ensure adherence
  • Review and understand Supplier CPI/SPI reports communicating any risks
  • Ensure Supplier equipment is supplied and installed in accordance with required dates

Contract management including:

  • Execution of negotiated contract through ISI’s ERP (Enterprise Resource Planning) & MRP (Material Resource Planning) systems

Integrated sourcing initiatives including:

  • Develop and implement category sourcing strategies
  • Analyze market conditions (ex: pricing, availability, lead-time and capacity)

Continuous improvement including:

  • Support new product introduction activities
  • Apply the principles of continuous improvement to the design and development of supply chain processes
  • Undertake cost analysis for direct material and services
  • Issue POs for material



  • Academically qualified with a recognized university bachelor’s degree in relevant field
  • 5 Years or more experience in a procurement, supply chain, project management or engineering function
  • Procurement/Supply Chain accreditation: SCMP, MCIPS or ISM would be considered an asset
  • Project Management experience/accreditation: PMP would be considered an asset
  • Defence experience with a proven commercial skillset would be considered an asset

  • Strong analytical skills with a high attention to detail
  • Exposure to market analytics and insights
  • Excellent Microsoft Office Suite skills
  • All successful applicants must meet requirements for Canadian Controlled Goods Program (CGP), Canadian Government Security clearance, and U.S. International Traffic in Arms Regulations (ITAR).
