Senior Procurement Specialist – AOPS – Halifax, NS

Dovre Group is pleased to present the following opportunity: Senior Procurement Specialist – AOPS located in Halifax, Nova Scotia. This is a permanent full-time role.
Function
Key Responsibilities:
Pre-contract activity including:
- Program wide stakeholder engagement to identify requirement
- Supplier Qualification (PQQ), tender process, RFI, RFP, RFP with vendors
- Tender evaluations
- Contract negotiation and to agree robust commercial agreements for ISI and the client
Supplier management including:
- Develop and improve supplier quality, cost, and delivery performance
- Attend integrated Production meetings representing key supplier updates
- Participate in pre scope kick off meetings with key stakeholders
- Facilitate Supplier onboarding activities (orientation, HSE requirements, security)
- Participation in performance reviews with Suppliers
- Maintain risk log and hold bi-weekly meetings with Suppliers
- Understand Subcontractor contractual obligations and ensure adherence
- Review and understand Supplier CPI/SPI reports communicating any risks
- Ensure Supplier equipment is supplied and installed in accordance with required dates
Contract management including:
- Execution of negotiated contract through ISI’s ERP (Enterprise Resource Planning) & MRP (Material Resource Planning) systems
Integrated sourcing initiatives including:
- Develop and implement category sourcing strategies
- Analyze market conditions (ex: pricing, availability, lead-time and capacity)
Continuous improvement including:
- Support new product introduction activities
- Apply the principles of continuous improvement to the design and development of supply chain processes
- Undertake cost analysis for direct material and services
- Issue POs for material
Requirements
Qualifications:
- Academically qualified with a recognized university bachelor’s degree in relevant field
- 5 Years or more experience in a procurement, supply chain, project management or engineering function
- Procurement/Supply Chain accreditation: SCMP, MCIPS or ISM would be considered an asset
- Project Management experience/accreditation: PMP would be considered an asset
- Defence experience with a proven commercial skillset would be considered an asset
- Strives to take timely and effective action and follows through on commitments to deliver sustainable results.
- Excellent organizational and time management skills
- Excellent interpersonal and communication skills
- Strong analytical skills with a high attention to detail
- Exposure to market analytics and insights
- Excellent Microsoft Office Suite skills
- All successful applicants must meet requirements for Canadian Controlled Goods Program (CGP), Canadian Government Security clearance, and U.S. International Traffic in Arms Regulations (ITAR).
